What cain says very much applies. Strafe 7 pinning attacks in general can be devastating (watch out for pax snipers!!!!), but their effects can be limited by an experienced general - its what your command radius is for.
With Regards to the Strafe Attack itself, the template & linked ability should be seen as an effect, rather than always being an actual strafe.
When we originally designed it, it was inteded primarily for fighter aircraft, thus strafe seemed the best name for it, but we later gave the ability to other weapons systems who's effects fit the description & (more often) the template well.
With regards the Pulse Launcher, there was a description of the weapon written somewhere but I'm not sure it ever made it into the army guide & dont have it to had to check. In ( an under-educated in the science of it...) summary, it fires a controlled burst of compression waves (pulses), which stun infantry formations and rattle armour to the point of temporarily shutting down systems. Thus not destroying them, but disrupting a fair corridoor of enemy, ripe for assault by nearby Andys.
